The Lewis structure of nitrosyl chloride (NOCl) can be determined by following a few steps:

Calculate the total number of valence electrons:
Nitrogen (N) contributes 5 electrons.
Oxygen (O) contributes 6 electrons.
Chlorine (Cl) contributes 7 electrons.Total valence electrons = 5 (from N) + 6 (from O) + 7 (from Cl) = 18 electrons.
Determine the central atom. In NOCl, nitrogen (N) is the central atom because it is less electronegative than oxygen (O) and chlorine (Cl).
Connect the atoms using single bonds. Nitrogen forms single bonds with oxygen and chlorine.
Distribute the remaining electrons as lone pairs around the atoms to fulfill the octet rule. In NOCl, oxygen usually has a double bond with nitrogen and a lone pair, while chlorine has three lone pairs.
Check if all atoms have an octet. If not, form multiple bonds (double or triple) with adjacent atoms until the octet rule is satisfied.
