The elements with the highest ionization energies are typically found in the top right corner of the periodic table, excluding the noble gases. Ionization energy generally increases across a period from left to right and decreases down a group.

Helium (He): As a noble gas, it has the highest ionization energy due to its small atomic radius and stable electron configuration.
Neon (Ne): Another noble gas, neon has a very high ionization energy for similar reasons to helium.
