The major reason haloarenes are less reactive than haloalkanes and haloalkenes is the resonance stabilization of the aryl ring. ... Due to resonance, the C—Cl bond acquires a partial double bond character, making it less reactive to nucleophilic substitution than haloalkanes and haloalkanes.
