Statement 1 and 2 are facts and are correct because all quantities can be represented in terms of base quantities and base quantities in terms of derived quantities. Statement 4 is also correct because all base quantities are independent dimension-wise. Statement 3 is wrong because dimension of a derived quantity can be zero in some of the base quantities, eg. Velocity has dimension zero in Mass.
