An electric potential at one point means 1 joule of work is done to move one unit of positive charge from the point of infinity to a particular point.
The unit of the charge is coulomb. 
This is when the electric potential is called as one volt.

One volt is the potential difference between two points in a current carrying conductor when 1 J of work is done to move a charge of 1 C from one point to another.
