There are two SOLID things A and B and both have gravitational power between their particles and they have a bonding to each other but when when A and B come nearer why they don't attracts each other and why they not makes a bond

When they come to each other , they do not attract each other because the gravitational potential is not that much strong . 
If it would be strong , they can easily attract.
