It is just the concept of bending of light due to refraction. Our atmosphere is made of different layers with different refractive index. So, in total, as light passes through one medium to another, it bends & a shift is there.
Now, during the sunrise, due to bending of light, the sun seems to be raised above the horizon ( as we see a coin kept in a glass full of water to be raised ) But, actually, the sun has not still rised. Due to this, we see the sunrise 2 minutes before the actual sunrise as due to refraction & bending, its light bends & reaches to us quicly.
Similarly, during, sunset, although the sun sets, but still, we see the sun above horizon i.e. although, actually the sun sets, but still it is visible. So, after 2 minutes of actual sunset, we see the sunset. It is all due to refraction & bending of light.
So, we see the advanced sunrise & delayed sunset & thus, we get an extra 4 minutes of sunlight. Same is the  reason of twinkling of stars i.e. due to bendng of light.
