Generally pH scale is used to determine whether solution is acidic , basic or neutral.

pH Value ranges form ---> 0 to 6  ---> Solution is Acidic  -----> It changes Blue litmus paper to Red.
pH Value ranges form ---> 8 to 14 ---> Solution is Basic  -----> It changes Red litmus paper to Blue.
pH Value is ---> 7  ---> Solution is Neutral  -----> It doesn’t effect litmus paper at all.
 
According to given data Litmus is changing Red to Blue...Hence it contains Basic solution...
Range of this solution is 8 to 14....
In the given options 10 is that answer which is in range of 8 to 14.
