steel an form weak permanent magnets. Whereas ""soft"" irons cannot be permanently magnetized. The leftover magnetization causes inefficiency, since some electrical energy is wasted to reverse that magnetization during the next cycle.

because permanent magnets loose their property after some time whereas we can change the properties of electromagnet.
