is it possible to design a rectangular park of perimeter 80m and area 400 meter square? if so lenght and breadth

Yes ...you can make 2 equations. L + b = 40 as perimeter is 80Lb = 400 .... take l= 400/b and substitute in eq.1 you will get l and b both of 20 .. of course a square is also a rectangle.
