This is what done by many students. And I guess a significant number of seats in MTech at IITs goes vacant. Because students come here, prepare for IES/PSU etc, and if they are selected, they leave the MTech program.

b tech + m tech 5 years means dual or integrated degree
 
if it is dual then you can leave 
 
if it is an integrated programme then you can not leave it in between.
