Your question is not clear enough to answer. Whose counselling are you talkin about whether IIT or AIEEE.
Considering of IIT : -
You will be given a sheet in which you have to give your preferance of department along with the colleges. Those sheets will be fed in the computer and from there rankwise seat allotment will be done. The seat alloted to you will be known to you within a week.
You will get free on that day itself ataround 3 pm.
First counselling is the normal counselling done by any college. After seat allotment in first counselling some stucents dont show up for admission due to some reasons like not getiing branch of their choice, taking admission somewhere else or droping a year. For these seats allotment students who donot get any seat are called for second counselling .
