Can someone explain to me, what is the difference between: PV=mRT and PV=nRT. and how to apply it? When to apply it? Thanks

In case of  pv = mRT,

R= characteristics gas constant  (differnt for different gas,R=Ru/molecular mass)

while in case of pv = nRuT, Ru=universal gas contant(8.314 j/mol-k).

Doubt is that how to find the exact volume flow rate of air in a specimen( filter or regulater ) we manufacture. we use Q=(diff pres x tank vol)/ time in sec. is it right, if not pls brief.
