when a person without fever touches a person with fever , heat flows from the infected to the normal person.at the same time , if the person who has fever touches a normal person, heat flows from his body to the normal's body. thus the infected person loses heatand therefore feeling cold.

The person who has a fever has a higher body temperature his skin is hotter. When hot skin comes in contact with comparitively cooler skin, the person with the fever feels cold wheras the other person feels hot.

In the same maner if you play in the rain for a long time and then quickly take a bath, even if the water is cold it will feel warm to you because the temperature of the water is higher than the temperature of your body.

This is due to exchange of heat

It is due to the temperature differenceb of the body and the surroundings.

The temperature of the person's body suffering from fever is higher than that of the non-fever person's body.

So that is why

when a person has a fever touches a person without fever feels a cold temperature to that person and when a person without fever touches a person with fever feels hot temperature to that person.
