The conductivity of a substance as such in the form of solid powder /.granules or crystals is not realized unless they are ionized by dissolving them in the water , water being a universal solvent for most of the compounds to make their solution and therfore conductivity of water is referred to as a standard reference ( 1 ) for calibration of the instrument and to remove its zero error ( 2 ) the sample water in which compound is to be dissolved will offer its unique conductivity prior to making a solution , this value is taken as a standard value with zero error of the conductivity meter having precalibration ( 3 ) after making a salt solution and conucting the measurement of coductivity of the solution it ensures the reliability of the value of the coductunce value of the solution and correct estimation of the amount of the given salt/chemical compound or its strength.

Moreover,
onductivity is tested to take a reference measure .This reference tells you ,how much conductivity of water is increased or decreased after addition of an impurity to it .FOR example you taste the water before adding sugar in it to know how sweet it is already. if you don't check this you won't be able to tell how much sweetness of water is increased .Here "sweetness"or taste of water is taken as reference.
