Dear Student,
Ice has a genuinely open structure, as a result of the hydrogen holding between oxygen molecules. Pretty much, it would seem that a vast gathering of open tubes packaged together, similar to a group of straws grasped, with the "dividers" of the "straws" being the water particles, and the volume inside the "straws" being quite recently unfilled. 
Fluid water, then again, does not have this open structure: the particles are quite recently stuck up against each other, helter skelter, and that makes fluid water more thick than strong ice.
