there are multiple ways that copper occurs as ore deposits. I suppose the simplest answer to your question is "in the crust", since that is where we find the copper. But of course, it ignores the fact that we can only access the crust, so it really isn't much of an answer. 

I'll give a few ore deposit types that are common sources of copper, with the associated rock types: 
stratiform copper - occurs in clastic sedimentary rocks with a spatial relationship to redbeds; 
porphyry copper deposits = occurs in rock above and near intermediate to felsic intrusions; 
volcanogenic massive sulfide deposits - occur in or associated with basaltic volcanics in rift environments; 
copper-nickel deposits - occur in mafic intrusions generally along the margins or toward the bottoms of the intrusions; 
Skarn deposits - occur in limestone that was intruded by magmatic bodies (often seen with porphyry type deposits); 
Limestone-hosted deposits like Mississippi-valley type deposits. 

there are several more types of deposits that are copper sources, that are mined for copper. 

So, basically, copper is found in sediments of many different types, or associated with magmatic activity of different types, in completely different tectonic settings. There is no simple answer because copper occurs in such a variety of ways.
