When Oxidation state is determined, the electronegativity is taken into consideration. But when oxidation number is determined electronegativity has no role in it. 
And also both of them have different ways of counting.
Oxidation state is defined as the charge an atom might be imgined to have.
Oxidation number is a characteristic of the central atom or the co-ordination compound .
