Jyotheeswar,Inert pair effect is due to penetrating effect of orbitals and mostly s-orbitals have more inert pair effect.The order is S>P>D>F.....

the tendency of the electrons in the outermost s  orbital remains same they doesnt participate in the bond formation because the nucleus has more tendency towards  s  orbital this is called as inert pair effect

Simply,the reluctance of s,d,f electrons to participate in bonding due to addition of new shells.it increases down the group
