This energy is called Potential energy which every atom every molecule every compound evry body possess inside it.
Any material or matter or body having mass would have potential energy.
Thus atoms having mass in nucleus would possess this energy and that would be further transformed or exchanged into some other kind of energy during its movement or shaking or collision that is called Kinetic energy.

to change position in the orbitals of same energy level it absorbs some energy and after reaching it radiate it. it is not potential energy because after radiating its energy it can’t be placed in that same orbital(or the orbitals with same energy level with it) in which it had.
