Solution:
The potential energy is the energy stored in the system when a charge is brought from a far point to a point in the vicicnty of the original charge. If the charges are of similarr type/flavor, then there is repulsion between the charges and if they are of oppoiste type/flavor, then there is an attraction.
In case the charges are same, the system needs to spend energey to overcome the forces and therefore potential energy is spent in overcoming the force of replusion.

Solution:
Potential energy is defined as the capacity for doing work which arises from position or configuration. In the electrical case, a charge will exert a force on any other charge and potential energy arises from any collection of charges. So, if a positive charge Q is fixed at some point in space, then the electron which is brought close to it will experience an attractive force and will therefore have potential energy. If there are negative charges, then work has to be done against the force of repulsion.
