Okay let suppose U find out the i that is von’t hoff factor.
And also lets for sake we assume after solving we get something i = 5.
And also assume the complex be => Co3+ [(Cl)x (NH3)y]z- 
The dissociation would be:
 
 Co3+ [(Cl)x (NH3)y]z-        ------------>           zCo         + 3[(Cl)x (NH3)y]
As it is mentioned the ionisation is 100% then somehow,
i = z + 3
we have assumed  i = 7
then,
z = 7 – 3 = > 4
hence -4 is the charge of [(Cl)x (NH3)y]
hence,
x * -1 + y*0 = -4
x = 4
hence no. of cl atoms is 4.
Note: I aave assumed i value u need to caluclate as u have mentioned that U have akready caluclated it.
