Let me explain this question by giving you a daily life example –
Suppose your mother gives you a glass of water one-fourth filled. Now what you want to know is that you are drinking how much of water. Obviously, you will say you are drinking a glass of water which is one-fourth filled, but your friend says that you are drinking a glass of water which is three-fourth empty. You both are correct but which line emphasis and is more significant – ofcouse its yours because it makes more sense. Therefore, this relationship of water with the glass provides more sense.
Now coming back to your question, while doing experiment molality which is having relationship between moles and mass of solvent is more important than relationship between moles and mass of solution.
However if you want such relation to exist so it be but it is of no significance in physical chemistry experiments.
