its actually difficult to separate the ligands as strong and weak field ligands , as we cannot given on which central metal ion / atom its bonded to . 
so, ITS RECOMMENDED better to learn the spectrachemical series by heart , there is no possible solution . 
but at some extend its depend upon the electronegativity ., but we cannot rely completely into that . 
i am giving u some examples which generally comes in exam , kindly remember them . 
WEAK FIELD LIGAND AND HIGH SPIN COMPLEX 
EX- I-, BR- , SCN-, CL- , F-,, OH-, NO2- , H20 
STRONG FIELD LIGANDS AND LOW SPIN COMPLEX 
EX- SCN- NCCH3, NH3, NO2- , CN- , NO, CO
