As there is only one electron having Mn = -1/2 in each orbital. And n=4 contain 16 orbitals (1 of s, 3of p, 5 of d and 7of f). So it contain 16 such electron.Hope it clears. If still u have doubts then please clarify. If u like answer then please approve the answer.

According to my opinion and i give answer It is not m and m it is spin quantum number and denotes by Mn.
