Because of its small size and higher electronegativity than chlorine it is stronger oxidising agent.
It readily accepts electrons.

fluorine is more oxidising because it is more electronegative than cl , so that it can attract a shared pair of e-  more easiky and strongly than cl, it has small size too , hope it clears

Thw oxidsing power of halogens is attribited to three factros
1.dissociation energy
2.electron affinity
3.hydration enthalpy
Although the election affinity or electron accepting enthalpy of fluorine is lower but
the other two factor compensates to give high oxidising power to fluorine because of abnormally low dissociation energy and very high hydration energy..
