a) (10^-8 + 10^-3) M
b) {10^-3 + Kw/[H+] }M
c) {Kw/[H+]} M
d) 10^-3 M.

if its only HCl then H+ concentration is 10^-3 i.e. d option
 
but if its aquous solution of HCl ,then contribution from water will also be consider and then answer is b option
