why is the vapour pressure of ether low in cmparison to water even when ether has covalent bond and water has hydrogen bond.?

In water there will be Hydrogen bonding.... there is absence of hydrogen bonding in ether......that means there is bonding between two molecules of water..
It doesnt mean that water has only H bonding........
