Why NOCl break into No+ and cl- ,not into NO- and Cl+ like HOCl?

Because OH  can never sustain positive charge that is +.
Cl can bcause due to has empty d – orbitals present in it andd aslo due to large atom it can loose the electron easily as compare to NO.

As Cl is more electronegative it pulls the bonding electrons and squires -ve charge.in case of HOCl oxygen is in -2 oxidation state and to balance the charge H &Cl get +1 charge each.
