Para nitro phenol is the most acidic because in ortho nitro phenol there intramolecular Hydrogen bonding and it`s difficult to get H+ ion

Nitro group at meta position can only show - I effect where as at o, p position it can show both - I and - M. Therefore m-nitro phenol is least acidic. 
In o-nitro phenol there occurs H bonding between OH and NO2 group so removal of H+ becomes difficult. So o-nitro phenol becomes less acidic than p-nitro phenol.
