Electronic effects are not alone responsile for deciding acidity and basicity
Yes CHis a +R group since it provides electrons for delocalisation
But as we can see in second compound there is resonance and more hyperconjugation
also due to OCH3 group while there isnt in 1st one
so more the resonating structures more is the basicity..
