en or Ethylenediammine is a neutral ligand. Chlorine is an anionic ligand with a charge of -1.
If Co has oxidation state as x,
x+0-2(1) = +2
x = +4
so here Cobalt is in +4 oxidation state
(Co in +4 is rare . If the given compound exists then Co is in +4 oxidation state
But [Co(en)2Cl2]+1 definitely exists where Co is in +3 oxidation state)
