For -I effect it must have high electronegative atom or electron rich molecule.

Phenyl group show -I effect. All groups other than  -O-,-COO-,alkyl groups show -I effect. Alkyl groups show -I effect due to hyperconjugation. Shortly, electron deficient groups show -I effect.
