 CH3CH2OH + CrO3  =  CH3COOH
 (Ethanol)                    (Acetic acid)
 
CH3COOH + NaOH  =  CH3COONa
(Acetic acid)                (Sodium acetate)
 
CH3COONa + NaOH + CaO  =      CH4       +    Na2CO3 
(Sodium acetate)                     (Methane)
 
CH +   Cl2   =      CH3Cl
(Methane)        (Methyl Chloride)    
 
         CH3Cl           +   KOH(aq)  =   CH3OH

Please find below and attached image the solution of your problem.

Ethanol eventually oxidizes to ethanoic acid with the help ofK2​Cr2​O7​/H2​SO4.​
Decarboxylation ofethanoic acidgives methane, when chlorine is passed through methane forms methyl chloride.
In presence of aq. KOH methanol is produced.
Hence, all the reagents are required to convert ethanol to methanol.
