Transition elements have partially filledd orbitals. We also know that when electrons jump from one orbital to another light is emitted due to which the compounds of transition elements seem to be colored compounds.
 

Generally, for transition metal oxides, the lowest oxidation state is the most basic, since it can donate lone pairs of electrons and function as a Lewis base. Higher oxidation states are short of electrons, meaning they can accept lone pairs and function as Lewis acids.

MnO has the lowest oxidation state, so it is the most basic. Mn2O3 is next, then MnO2, and finally Mn2O7 (which is actually acidic).

  1. generally all the transition elements are coloured due to the d-d transition of electron when the electron excite by some energy. because d- orbitals are divided into 2 groups when the elements are souuraned by the ligand groups.
  2. generally the oxides of the elemnts with highest oxidation is acidic( in mn2o7 the oxidation sate of mn is +7)where as low oxidation compounds are basic  nature and middle oxidations are ampotheric in nature.

Due to presence of d_d transition.generally when electron excite from ground state to higher state.Due to unstability of electron at higher state they come back to ground state and emits light.
