We can’t say about +M and -M as these effects would be too small for Cl.
However it would show +R and -R effect and more -R effect as it is distance dependent.
Due to presence of d orbitals it tends to show more – I effect.

Chloride shows + M effect and -I effect but in halogen inductive effect is more effective than resonance. Hope it vlears

Chlorine exerts positive resonance effect in case it is bonded to benzene because it donated electrons to the benzene and these electrons in turn increase the resonance. In this case, however, the negative inductive effectof chlorine is much more felt than the resonance effect, reason why, little attention is paid to the resonance effect
