First do nitration with benzene the cproduct form would be Nitrobenzene.
Then after use Bromination method twice simply.
At first the Br would go at the ortho position of the nitro-benzene and then in the next the compound formed would be 3,4-dibromonitrobenzene after attaching the Br at para position.
