Carbon possess different electronegativity values in alkane,alkene and alkyne because in alkane  the carbon is sp3 hybridised,composition of p orbital is more as a result the space available for the movement of electron is quite large,the attraction of eletrons from the nucleus decreases due to large size of orbitals so,elecronegativity decreases.
In case of alkene C is sp2 hybridised whereas in alkyne it is sp.so,there is a decrement in p character and increment in s character in sp2 and sp hybridised orbitals.
As we know that s orbitals are smaller in size so it leads to the shrinkage of the hybridised orbital,the distance of nucleus and electrons decreases leading to greater attreaction i.e. greter electronegativity
