It stands for International Union For Pure And Applied Chemistry. Since, there are so many compounds and giving a common name to each of them is not possible, hence they have given certain guidelines on which you can name any compound, and that name is universal to the whole world.

International Union of Pure and Applied Chemistry .

 

It helps to make rules to make chemistry and some laws of chemistry acceptable worldwide.

eg. Naming of organic compunds. the naming is the same everywhere
