While ascending,both gravity and air resistance oppose the motion of the ball i.e,in the downwards direction.But while descending, gravity acts in the direction of motion and air resistance acts upwards( air resistance always acts in the direction opposite the direction of motion). As a result,the net deceleration while ascending will be greater than acceleration due to gravity and net acceleration while descending will be less than acceleration due to gravity.hence time of ascent is less than time of descent
