Momentary rest means, instantaneous velocity/speed is zero, as in the case of simple harmonic motion, at extreme position velocity becomes zero.
Equilibrium are of two types, static and dynamic, a car moving with uniform velocity is an example of dynamic equilibrium otherwise in case of balanced force, static equilibrium occurs.

The body can be at rest even when it is not in equilibrium position.Noi specific name is given to this.
One such example of this type of rest is that when the car is just about to start. Force is not zero but the object is just at rest before starting its motion.
Rocket just sconds after the engine is on. The rocket is just about to lift off. It is at rest but not in equilibrium.
