Dear student,
Any motion is relative as the motion (whether linear or rotational) depends on a frame of reference. If the frame of refrance is moving uniformly or is at rest, it is an inertial frame and if it is in non uniform/accelerated motion (like in rotational motion), it is non inertial.

every motion is surely relative acc to relativity theory .. nd also rotaional motion is a relative on .. 
example can be:--  like a uniform rod is freely rotating and is not hinged about any point then from ground frame we noticee  2 motions of rod i.e rotational+ translation but if you sit on the rod then the rod seems to you only and only rotating so hence we prove that rotational motion is also a relative one
