Hello there!This a question of Centre of Mass.And the main concept to answer this question is that centre lf mass will remain at rest at any time.v(cm)=0.While the man climbs up the ladder, m1Δy1+MΔy2=0(since Δycm=0),(differentiate it wrt t and you get mass velocity equation)the balloon will move downward so as to keep the centre of mass at same position as intial position.Since v(man,balloon)=v(man)-v(balloon),v(man)=v-x,(x velocity of baloon, v for man)m(v-x)+M(-x)=0,mv=(M+m)x, x=mv/(M+m) downwards wrt ground frame,.....Now coming to your doubt, since the man stops moving with velocity as it reaches the top of ladder the mans velocity becomes v=0 hence the velocity of balloon x automatically becomes 0 from the above equation.
