Yes it is taken into consideration. All the forces acting on the body are taken into consideration when solving any type of problem unless stated otherwise.

So do you mean that mg is always taken into consideration? Both in vertical and horizontal circular motions???

Well , in horizontal motion most of the times force mg is balanced by normal reaction.
This normal reaction is mostly perpendicular to centripetal force so it doesnt play any role.
But if the surface has friction, mg will play a role since frictional force is proportional to normal reaction and thus will contribute to centripetal force.
Any force which is not perpendicular to the centripetal force and not balanced will contribute to circular motion.

As for vertical circular motion , mg IS taken into account.
As for anyone who tells you something is not valid for certain thing always , trust me there are always exceptions.

mg can be taken as net force on system. U can consider in both horizontal rotation and vertical rotation . But in exceptional cases you must neglect it
