Most general way of calculating angular momentum about any point 'O' say L then,
Lo = L(com) + M (r rel. to point O  X V rel. to point O)     (vector sum)
 
 
In the given question,
 
L about origin say Lo
 
Lo =  MR2\omega /2   +  MR2\omega  = 3/2  MR2\omega     ( since, V=\omegaR given)
     (about COM = I\omega ) + ( consider velocity and position 
                                       of COM of disc wrt point O)
Similarily,
L about moving point P on disc Lp
Lp = MR2\omega /2  + M ( V/2 X R/2)   = MR2\omega /2   + MR2\omega /4 = 3/4MR2\omega 
                      ( consider velocity and position
                          of COM of disc wrt point P)
Hence answer should be 
Lo/Lp = 2:1
