There are two forces acting on the pendulum Bob at in these situations. 
 
  1. mg towards the ground
  2. mg/√2 towards opposite to the car direction.
To remain in balance the force must be balanced in the perpendicular direction to the connecting thread.
Now Assuming the pendulum makes an angle A than 
mgSinA=mg/√2cosA
thus tanA =1/√2
