Yes.Some byoncy force will act downward thereby increasing the weight.

when bird is sitting on the floor of cage then the whole system is in rest....when bird starts flying then from conservation of momentam , cage should move in opposite direction hence we can say that it will exert a impulsive force to the hands of the person ....so therefore force exerted by the person should be more....

this problem can be compared to the case, when bullet is fired from a gun ,man exerts a force due to impulsive force developed after firing....
