the relative velocity of ball wrt ground is (u-v)

it will go up a distance of (u-v)^2/2*g

and then come to the same height after a time period of (u-v)/g

during this time interval the balloon would be at -(u-v)v/g

now take the rest of the time to be t

during this time the ball comes down a distance of (u-v)v/g + vt

put this distnace into -gt^2/2

a quadriatic equation in t would come solve it for a positve t

now add t with (u-v)/g

this will be the answer
