As your score is of 195 marks in IIT JEE 2010, so with these marks your estimated ank would be some where in between 6500 to 7000. According to the calculation chances are very less hat you can get your desired branch in any of the IIT's.
However score may vary and as a result rank may also vary, a slight difference may create lots of difference in rank.
Comparinf the New IIt's with Nit's or IIIT will create lots of confusion in your mind, so its better to be precise in your thoughts and then decide what to choose.
