Which colleges would I get after qualifying jee advanced with sc rank 3821???

You can get a good govt college with this ranking. But now a days govt colleges are just a name. There are a lot of Private colleges and Universities which are way better than the govt colleges. Private colleges provide better infrastructure, better placement, better faculty which are not available in govt colleges. If we talk about if someuniversities like AMITY, LPU, CU etc provide scholarship to the students which becomes equivalent to the govt colleges.
